The legalization of labor relation in the public education sector promotes not only efficiency of school organization, but also creates positive partner relationship to improve the quality of education service. However there is no any ”union security” system in ”Teachers' Act” of Taiwan for positive development of labor relation in education sector that may cause the conflicts between teachers' organizations and the administration while the governance structure getting worse. Thereupon, this article tries to conduct a comparative study, by using the methods including document analysis, historical comparison from the view of labor-management relation in public sector, to aim at the experience and mechanism of the ”union security” system in Taiwan, U.S. and U.K. and wish to offer policy recommendations for government to revise the relative policy in future.
