全球化影響台灣政府對私人企業之有效控制

摘要

對於全球化是否影響到政府對企業的控制能力，學術界仍有紛紛擾擾的不同聲音。大前研一認為無國界的世代已經來臨，政府的統治能力已然式微，Dicken卻認為企業還是無法脫離政府的規範。最近谷歌與中國及谷歌與台灣的爭議為全球化是否侵蝕政府職權做了一個最佳註腳，全球化無法撼動中國政府對企業的管制，然而卻深深侵蝕了台灣政府對企業控制的能力。

Ohmae declared the descending of a borderless world, yet some scholars like Dicken had a different point of view. However, the incidents happened between Google and China, and between Google and Taiwan disclosed the indisputable facts that China still hold a strong leash on private firms, but Taiwan is losing control over them. In the era of globalization, Taiwanese government is facing a difficult time in containing its private firms. Worse of all, the cross-Strait historical complex limits Taiwan's strategic options in dealing with private firms.
