摘要

近年來由於新一代環境正義研究者，大量應用經濟分析到環境正義的研究之上，使得環境正義與經濟分析能否兩立的問題產生了嚴重的分歧。採取經濟分析觀點的學者既質疑環境不正義的形成機制，也撼動了既有環境正義理論的正義觀。然而，傳統環境正義主義者除了指責經濟分析的不道德之外，似乎對這些批評束手無策。對此，本文希望藉由系統地分析經濟分析的盲點，來尋求兩者之間的接點。本文認爲，雖然經濟分析與環境不正義的出發點不同，但兩者還是可獲致類似的結論。這類共識應可作爲未來研究的出發點。

It is increasingly acknowledged that the theory of environmental justice suffers from a severe limitation: it does not take economic approaches into account. Research across various contexts has demonstrated environmental justice theorists' ambivalence towards economics. Despite the fact that a mounting number of theorists recognize that economics can provide a significant contribution to the theory, there have been very few attempts to synthesize the work already achieved and to pose future research questions. In response, the goal of this paper is to present a coherent framework within which we review the major contributions of environmental economics to environmental justice. We advocate that economic approaches have played a major role in the achievement of environmental justice; and will continue to do so. What we urgently need, we argue, is to find an appropriate link between environmental justice and economics.
