我國適應體育政策之奠基-以改進特殊體育教學計畫為例

The Foundation of Taiwan's Adapted Physical Education-The Sample of the Improvement in Teaching Plans on Special Sports

摘要


本文之目的在於探討教育部改進特殊體育教學計畫之內涵。為達此目的,本文採用文獻分析法蒐集相關文獻進行分析,得到結果如下:此計畫為政治民主、經濟繁榮、社會多元、教育開放下特殊教育理念下的適應體育政策,得到以下成果;在法規方面積極修訂各項法令,使得行政業務有規範可循;在教學方面則經由計畫推動編定出四大障礙類別課程綱要、教學指導與指引手冊,改進了特殊體育教學課程及教材教法;在師資方面,則藉由教師普查、研習會、辦理培訓課程,改進特殊體育教師對適應體育意涵的了解;在環境方面則是透過普查各級學校環境,改進其教學環境及設備。綜合上述,得到結論如下:這個計畫的實施,奠基了我國適應體育政策的基礎,其推展策略成為延續的依循。本文建議後續研究可朝適應體育之後所推出之政策計畫進行分析,檢視相關政策之發展與變遷等。

The Special Physical Education Improvement Act is the primary announced for special physical education. This study aimed to explore the context of Special Physical Education Improvement Act, from the Ministry of Education. This study applied the research methods of documentary analysis. The findings were as the following. First, to create complete special physical education policy to enhance policy implementation and assessment; Second, to improve teaching materials and methods by setting up four catalogues of curriculum guidelines, teaching mode, handbooks; Third, to facilitate teachers to realize the context of adapted physical activity through holding teacher training, programs and workshops; Finally, to improve teaching environments and equipment through regular inspecting. In conclusion, the implement of plan sets the stage for adapted physical education in Taiwan as well as becomes the model to follow. We suggest that the future studies can work on to inspect the development or transformation of the Act in adapted physical education.
