摘要

鄉村旅遊具有的民生功效表明，鄉村旅遊不僅是一項經濟產業，更是一項民生產業，在鄉村社會發展中具有扶貧富民的重要功能，文章立足鄉村社區旅遊開發的民生問題，結合當前我國區域旅遊開發暴露出的民生功效不足的普遍性特徵，以石家莊西部山前地區九個鄉村社區旅遊開發的現狀為例，客觀分析了鄉村社區旅遊開發的民生功效與不足，有針對性地探討了鄉村旅遊開發的民生導向，在此基礎上，從體制、政策、資金、教育及生態建設等方面，提出了石家莊西部山前鄉村社區旅遊地開發的民生保障機制。

The livelihood of rural tourism has effect show that rural tourism is not only an economic, but also a livelihood industry. It has the important function of enriching the poor in rural social development. The article based on the livelihood of rural community tourism development and lack of livelihood effect in our tourism development. Then a case study on nine western Piedmont zone of ShiJiazhuang, and objective analysis of the livelihood of rural community tourism development and weaknesses effect. And it has discussion on the livelihood of rural tourism development guide. The article from system, policy, capital, education and ecological construction, and puts forward the livelihood security mechanism.
