The formation of regional culture is an endless and complicated process, where many dynamic elements including language, custom, religion, etc. are continuously interacting with each other. Belief of Twin Loyalty in Chaozhou began at the reign of Xianchun in the Southern Song Dynasty. Since Ming Dynasty, local officials and the gentry were willing to lead the construction and the sacrifice of temples of Twin loyalty because of its characteristic function of protecting city and edifying the local populace. At the end of Qing Dynasty, at least one Twin Loyalty temple was erected in almost each county town of Chaozhou. These spread primarily presided over by the gentry and officials can be regarded a reflection of their identification with a unified regional culture, which evinces that establishments of temples and Chaozhou culture are intertwined.
