This article is a review of Lai Ruihe's work, Tangdai Gaoceng wenguan. In this book, there are five types of senior civil servants,including prime minister, secretary, official historiographer, financial officer and regional supervisors, which are considered as the 'making professional' senior servants. Therefore, this work does not measure these servants by official ranks, but by their relations with the power of emperors, and the 'making professional' upon this. The focus of this book is the personal connection between 'making professional' and the power of emperors, elaborating the significance of making senior servants professional.
