Various reasons lead to the difficulties for rehabilitators entering job markets: long-term alienation from the society, rehabilitators' personal causes, and employees' reluctance, etc. Despite the help with job hunting offered by Department of Prevention, Rehabilitation and Protection, Ministry of Justice, and by Council of Labor Affairs, the effectiveness is limited. In fact, labor cooperative planned can be the most effective. In this sense, suggestion goes to that the Ministry of Justice changes the conventional ideas and further sets up rehabilitators' labor cooperative; in this way the job opportunities for rehabilitators are likely to be enhanced.
