活躍老化：高齡者社會產能之探討

摘要

人口老化問題，將對勞動力、稅收及世代間之負擔等帶來影響，對未來整體經濟之衝擊不容忽視。2008年內政部之人口政策白皮書中亦規劃高齡化社會因應對策，但高齡者社會產能是否提升，以達活躍老化理想，值得觀察。本文將從勞動力、社會參與、自我價值等觀點來分析高齡者與社會產能問題。本文採取文獻分析研究法，就高齡者社會產能對經濟發展之影響，以及高齡者再就業必要性等內涵，蒐集相關資料，從而勾勒出因應之道──提升高齡者社會產能，作為世代凝聚的重要潤滑劑之一。

The problem of aging population, will bring influence on labor, taxation and inter-generational burden, and the overall economic impact in the future can not be ignored. The aging society is also planning in the Ministry of the Interior of the 2008 White Paper on population policy in response to countermeasures, but the elderly society capacity whether to upgrade, to achieve active aging ideal that is worthy of observation. In this paper, which is from labor, social participation, self-value point of view to analyze the elderly social production.The paper adopts literature analysis, within elderly social production which bring the impact of the economic development, and the necessary of elderly who re-employment, to gather relevant information, which outlines the response to the road-to enhance community capacity of elderly that as an important lubricant of generations unite.
