觀光發展與生態旅遊對當地居民的影響－以奧萬大國家森林遊樂園為例

隨著資訊的發達與經濟的發展，民眾對於旅遊型態的選擇也所改變，從遊憩娛樂為目的轉為傾向於享受自然、體驗當地環境與人文特色的深度旅遊模式。森林遊樂區中優美的景觀、豐富的生態資源與多樣性的遊憩選擇，正適合發展生態旅遊。本研究以奧萬大國家森林遊樂區為範疇，探討在此發展下該如何兼顧當地居民的感受並與當地社區做結合達到永續資源的利用。主要採用文獻分析法及觀察結果，以環境、經濟與社會人文三大衝擊面向探討，發現奧萬大森林遊樂區當地居民對於環境衝擊的影響中，交通方面較受到居民關注。賞楓、賞櫻季節帶來的人潮與車輛超過狹小道路所能承受的負荷量，交通擁塞的問題造成當地居民出入的困擾；建議奧萬大國家森林遊樂區於賞楓、賞櫻季節落實實施環境承載量之管制。另外，可以與當地社區做結合，培養當地居民成為解說員，規劃出套裝行程，並推展在地文創產業，讓遊客於過程中獲得愉悅滿足感的同時，了解與體驗當地社區之生活文化，促使當地居民生活、觀光產業與生態資源獲得永續性的發展。

With the advanced information technology and economic development, the people's choice for travel patterns also changed, from the recreation and entertainment purposes turn into enjoy nature and experience the local environment and cultural characteristics of their travel patterns. Forest Recreation Area in the beautiful landscape, rich ecological resources and recreational diversity of choice, are suitable for the development of eco-tourism. In this study, Ao-wan-da National Forest Recreation Area as areas to explore in this development, how to take into account the feelings of local residents and work with the local community to achieve the sustainable use of resources. By implementing literature analysis and observation on environmental, economic and social impact for the Humanities perspective, found Ao-wan-da Forest Recreation Area has an greater impact on the environment, especially in transportation area which local residents concern most. Maple and cheey blossom season brings crowds that exceed the vehicle limit on the narrow road, traffic congestion problems impact local residents routine life; Recommend Ao-wan-da National Forest Recreation Area to implement reasonable environmental capacity control during maple and cherry blossom season, in addition can work with local to train local residents become tour guide, planning package tour and promote local cultural creativity industry; let visitors get a pleasant feeling of satisfaction in the process at the same time, understanding and experience of life and culture of local tribes, prompting local residents, the tourism industry and ecology access to resources sustainability development.
