摘要

近年來國內的土地問題日益複雜，公共工程興建所需之土地的取得成本高漲，且作業過程困難重重，故用地徵收事宜顯得重要與迫切。用地取得時效的配合得宜與否，直接影響工程之完工時程與民眾的權益。如何應用資訊技術，提昇徵收業務的效率與品質，成為工程建設土地行政執行層面上一個重要的課題。本文主旨乃是探討應用地理資訊系統技術，輔助徵收作業中圖籍的製作、出圖、管理以及查詢等應用。文中首先介紹現行公共建設的徵收作業程序，接著依序探討如何應用GIS建立徵收圖籍資料庫、數值圖庫的管理、應用資料庫功能自動化檢核徵收資料、電腦製作徵收圖冊等工作。本研究並實際應用在高速公路工程建設的用地徵收業務，執行結果顯示，無論在品質、效率、管理決策支援等層面上皆有顯著的應用成效。

It is a complicated issue to tackle with land resources in this country, especially land expropriation for utilities that are always in urgent. The application of information technology to enhance the efficiency and quality of land expropriation becomes significant. Thus, firstly, in this paper we reviewed the procedures to implement land expropriation and discuss the approach to merge GIS technology for this purpose. The major topics would include the creation of a digital map database, the management system of the digital maps, the automation of error-check, and the map production. This approach has been applied to a real case. It is concluded that GIS technology is helpful for the land expropriation in aspects of quality, efficiency, as well as decision making processes.
