摘要

地籍資料記錄土地的分割及擁有狀態，是都市地理資訊系統發展的重要資料。由於缺乏統合的規劃及設計，目前政府機關之地理資料往往散置於不同的單位而不能發揮整體評估、相互支援的功效。本文討論建構一個以地籍資料為主，並結合地形、地址、建管、都市計畫及地下管線資料的都市地理資訊系統架構，以期發揮支援相關業務推動及橫向聯繫之功效。研究成果顯示整合式機制確可促成多目標應用之理想，不但協助原單位之業務推動，更可協同相關單位之合作關係，值得於都市層級單位由點至面的全面推廣。另一方面也有助於釐清資料之對應關係，避免資料的不一致。

Cadastre data records the partition and ownership status of land parcels, it is therefore one important data source to the urban GISs. However, due to the lack of integrated design and management consideration, geographic data is often physically distributed in different government organizations and cannot effectively support each other domain demands. This paper discusses a cadastre data-based urban GIS framework that further encompasses topographic, address, building management, urban planning and underground pipeline data from other government organizations, so as to support related application needs and communications among different government organizations. Research result indicates that the integrated mechanism can fulfill the requirement of the multi-purpose applications, it can not only support the process of original organizations, but also further promote a closer cooperation relationship among government organizations. It can definitely bring a positive impact on the city government operation, and the analysis of corresponding relationships between government can avoid the possible inconsistency among government data as well.
