由約制條件觀點探討土地資料庫之整合

摘要


土地資訊為國家經濟發展與建設的重要基本資料,由於涉及廣泛之業務層面與龐大之資料量,土地資訊往往分由不同之業務機關進行實質資料之建置、維護、管理及供應,因此實際業務推動時,常須結合不同業務單位之資料方可達成。然而在資料的整合與一致性上,獨立維護業務資料間之歧異往往構成業務單位執行之困難,因此期望建立有效及高品質的土地資訊流通管道,並以數值化空間資訊技術提升行政效率,幾乎是土地業務相關機關近年來共同的呼聲。本文由約制條件之觀點切入,探討建置整合型土地資料庫時,各類空間實體資料應遵循的約制條件。分析之約制條件在落實於資料庫中後,可有效約制整合型資料庫中各類資料之內容及相互關聯,避免資料之內容彼此矛盾,影響決策之訂定。同時各機關之資料更可因約制條件之建立,而具有資料內容隨時正確,更新同時即完成檢核之優勢。經實際驗證,整合型土地資料庫確可因約制條件之建立而提升整體資料之一致性,並應可有效提升業務執行之效率。

Land information is important fundamental data to nation economic development and construction. Due to its wide coverage of application domains and tremendous data volume, land information is often created, maintained, managed and distributed by different government organizations. The completion of many practical applications requires a variety of data provided by different organizations. Nonetheless, due to the independent maintenance nature of application data, the integration and possible inconsistency among spatial data has impeded the success of applications. It is therefore a common consensus for government organizations to have an effective and high quality channel for land information distribution, so as to improve the efficiency by taking advantages of the digitalized spatial information technology. From the constraint perspective we intend to investigate the constraints spatial entities in integrated land databases must follow in this paper. Such constraints may be either based on law or the characteristics of spatial data, and should be satisfied at any time. After implemented in database the constraints serve to restrict the content and corresponding relationships among land information, such that the data inconsistency and wrong decision making can be effectively avoided. Furthermore it also provides the advantage that the data content of integrated land database is always correct and the consistency is automatically checked whenever there is any update to the database. Test result indicates that the data consistency and operational efficiency of integrated land database can be improved after introducing appropriate constraints.
