文化聚落、創意集群與城市更新以阿姆斯特丹NDSM藝術園區為分析對象

Cultural Cluster, Creative Assemblage, and Urban Regeneration: A Case Study of NDSM-Werf in Amsterdam

摘要


本文分析荷蘭阿姆斯特丹NDSM藝術園區的轉型過程,探究其如何從廢棄工業用地發展成西北歐最具代表性的藝術家育成基地和文化聚落,從而帶動該區域的城市更新。在研究方法和取徑上,本文採用個案研究法,關注NDSM藝術園區發展的重要因素。探討它如何在藝術社群、中介機構與政府治理的互動中,藉由如藝術家育成基地等策略,構建長期經營的文化聚落和創意集群,形成公私協力的管理機制。公共政策、政府行政和公民組織的資源被有效整合,用以應對文化及政治經濟變遷的多元性和不確定性。以NDSM藝術園區之運營爲研究對象,研究其制度化和要素集合的歷程,從而對工業遺產、城市再生與藝術産業的結合策略,提供具備文化治理視角的經驗分析。

The study analyzes the transformation process of NDSM-Werf art zone in Amsterdam, the Netherlands, and explores how it develops from abandoned industrial area to the most representative artist incubator and cultural cluster in Northwest Europe, so as to drive the urban regeneration of north Amsterdam. In terms of research method and approach, the paper uses the method of case study to investigate important factors of the formation of NDSM Werf. Exploring how NDSM-Werf, in the interaction between art community, intermediary organization and government governance, successfully managed long-term creative clusters through strategies such as artist incubator, so as to form a mechanism of public-private cooperation. The resources of public policy, government administration and civic organizations are effectively integrated to deal with the diversity and potential uncertainty of cultural, political and economic changes. Taking the operation of NDSM Werf as the research object, the study reveals its process of Institutionalization and aggregation of creative industry elements in enabling culture to stimulate urban renewals. With the perspectives of cultural governance, the study also provides a significant empirical analysis for the combination strategy of industrial heritage, urban regeneration and art industry.
