我國住宅性能評估檢驗項目之研究

台灣自2002年起即著手研究「住宅性能評估制度」，2012年內政部營建署開始施行「住宅性能評估實施辦法」，但至今卻尚未收到任何申請案件。台灣住宅的性能問題常遭指摘，但住宅性能評估制度在台灣未受重視，其評估實施辦法確有可議之處，因此本研究首先進行民眾對現行實施制度之認知及評估項目受重視與否之意見調查。本研究透過彙整國內外住宅性能評估相關制度、分析台灣住宅性能評估實施現況，蒐集日、英、美、中諸國的住宅性能評估制度比較分析，並參考國內現行相關建築標章，以期了解住宅性能評估的實施趨勢；同時檢視台灣住宅性能品質常見問題，借重相關實務專家，試行建立適合我國現況之住宅性能評估架構。此一評估架構再經由專家評比篩選（包含建築業者、專業技師、政府相關機關與學術單位）及成年民眾之意見調查，並分析民眾從住宅消費者及住宅供應者之立場，探求民眾對各項住宅性能評估項目重要性、認知度及接受度之看法，藉以確立合適可行之住宅性能評估項目。

Taiwan started cognitive ＂Housing Performance Assessment system＂ since 2002. Construction and Planning Agency in 2012 began to execute this assessment system but there was not yet received any application case until now. Housing Performance Assessment System in Taiwan still unvalued even housing quality was often criticized. It really needs to improve the current implementation of the method. Therefore, this study firstly investigated Public understanding of the current assessment system and survey whether the check items are important or not of the public opinion. Through collected and aggregated housing performance assessment system from other countries such as Japan, UK, USA, and China furthermore to refer the housing performance certification for learning more projects. In the same time while viewing the residential quality faults in Taiwan and drawing on the views of relevant substantive experts (include construction servant, professional technicians, government agencies and academic scholars). With experts opinion surveys to select what's more important required inspection items. And then we prepared investigate questionnaire to seek public views, awareness and acceptance on the Housing Performance Assessment to establish our assessment framework. The subsequent efforts explore ways to strengthen the promotion and increase government incentives or supporting measures. In this way we hope to increase the people's understanding and their will of application on housing performance assessment system in Taiwan.
