本研究是以美國高等教育學生事務專業學會ACPA與NASPA自2007年起陸續提出之學務人員專業能力項目與指標為基礎,透過焦點團體座談與德懷術專家小組調查法,將該指標本土化,希冀建構成為我國高等教育學務人員共通的專業能力指標。經由焦點團體座談與二回德懷術之專家小組意見回饋分析後,本研究提出我國高等教育學務人員應具備之10個專業能力面向與82項評量指標。專業能力面向包括:諮詢與助人技巧、資訊蒐集與分析應用、多元文化、人力與組織資源管理、領導、理解學務工作價值、法規/政策與治理、專業倫理、促進學生學習發展,以及個人素養。最後本研究並針對教育行政主管機關、大學校院學生事務處,學務人員以及未來研究等四方面提出具體建議。
This study aims to construct a set of professional competency indicators for higher education student affairs practitioners in Taiwan. First, this study adopted inductive analysis of significant documents, including reports and empirical research related to higher education student affairs; having localized the acquired data, this study proceeds to procure a shared indicator construction for domestic practitioners. Second, through focus groups and the Delphi technique experts' opinion survey concerning these indicators, this study generalized 10 dimensions and 82 competency indicators. The 10 dimensions of professional competency include Consulting and Helping skills, Information Collection and Analysis Applications, Cultural Diversity, Human Resources & Organizational Resources Management, Leadership, Student Affairs Values, Law/ Policy & Governance, Professional Ethics, Student Learning & Development, and Personal Qualities. Established upon the determination of these factors, this study provides recommendations to education administrations and organizations, office of student affairs, student affairs practitioners, as well as to future research interest.
