The paper examines both current college character education and civic engagement policy and programs proposed by the Ministry of Education. It begins with analyzing character education and civic engagement of college students, and then reviews not only the results but the factors that yielded such results. Furthermore, by making contrasts with higher education in the United States, this paper discusses aspects of human resources and finance support for the execution of character education and civic engagement programs. This paper finally concludes with eight recommendations in order for students-affairs personnel and other authorities to more actively participate in these programs, and to improve the effectiveness of the third five-year term's "college character education policy and program", thereby benefitting the whole country and society.
