產業文化資產保存與再利用和城鄉發展關係－以臺南市北門區為例

Research on the Conservation and Reuse of Industrial Cultural Heritage during Urban Development in Beimen District, Tainan City

摘要

產業文化資產伴隨產業結構轉型和文化觀光趨勢，成就城鄉發展下獨特的文化地景。本文以臺南市北門區為例，在永續經營管理的角度下，探討城鄉發展規劃之現況與資源評析，以期檢視地方資源特性並作為後續政府推動相關策略之參考。研究方法採文獻回顧法，輔以參與觀察法。研究發現：生態保育與地方經濟的磨合、城市地景再造的加值與犧牲、經濟資本主義經營管理導向、傳承與創新的挑戰等四項現階段問題癥結，宜納入後續城鄉規劃考量面向；並且提出「環境教育認證」、「產業加值輔導」和「資源管理與追蹤」等三項建議。

Industrial cultural heritage with the industrial restructuring and cultural tourism trends goes by, becoming an unique cultural landscape during urban development. This paper taking a case study in Beimen district, Tainan City, to research on resources evaluation and how were it planning during urban development, expecting to self-review for government a suggestion to promote. Research methods mainly by literature review and supplemented by participant observation. The study found four questions should be consideration for future, including 1. Adjusting ecological conservation and local economy; 2. The value added and sacrifice in rebuilding urban landscape; 3. Capitalism management's problems; 4. Challenges during traditional and innovation. Finally, there are three suggestions raise, including 1. Environmental education authenticate; 2. Support industrial upgrading; 3. Resource management and follow.
