在全球化的競爭下,產業外移與轉型的雙重衝擊日益成為台灣經濟發展的核心議題。在這衝擊之中,文化創意產業已儼然成為台灣邁向21世紀的重點產業。而漫畫也已被視為是台灣文化產業中重要的一環。本文嘗試以漫畫做為切入點,探討文化產業與傳統製造業不同之處;文化產業的重點不僅在於掌握生產及供應,更在於掌握意義,也就是需求與正當性等議題。為此本文擬比較台灣與日本在二次戰後的漫畫產業發展,首先由政策的面向談起,進而分析漫畫產業如何面對社會需求。由此,本文嘗試釐清我們長期以來對於日本漫畫發展的誤解及缺乏認識台灣漫畫發展的視野,並試圖指出文化產業的需求的誕生、成立與變化的面向才是發展文化產業的社會基礎,而僅非由政策、生產等供應面所能決定。
Under the competition of globalization, moving and transition of industry regularly become the key topic on economic development of Taiwan. In the impact, in Taiwan, the cultural intentional industry has already become the key industy toward 21st century. And Manga has already been considered to be an important part in the cultural industry in Taiwan. This paper tries to investigate the differences in cultural industry and traditional manufacturing industry by Manga. The point of the cultural industry not merely lies in mastering production and supplying, but rather lies in understanding the meaning, merely needs and rightness. Based the discussion above, the paper uses the policies and analysis how Manga industry faces the social needs to compare the development of Manga industry in Taiwan after World War II.Therefore, the paper tries to make clear our misunderstanding of Manga development for a long time, lacks the vision in Manga developments of Taiwan, and indicates the needs of cultural industry is not determined by policy, producing, etc. The social bases of developing the cultural industry is the emergences, tenables and changes of need.
