Strategic Approach of Total Quality and Effects on Higher Education Institutions Case of Romania

The paper aims to highlight the nature of relations between creativity/diversity and standardization/ predictability, demonstrating that this relation acquires new meanings in the context of quality strategic approach. The research attempts to demonstrate that implementation of the quality strategic approach model is able to lead to: A- Allowing more varied learning options for students and stronger compatibility with their needs; B- Allowing a higher level of flexibility to universities in view to meet the changes at social level; C- Providing opportunities for social mobility, more appropriate coverage of needs on different labour markets (i.e. demand for different specialties), and providing the necessary opportunities for innovation In view to achieve the research information from different sources has been collected and analysed: -Sociological surveys, commissioned by the Romanian Agency for Quality Assurance in Higher Education (ARACIS) in 2010 in view to measure the perceptions of teachers, students and employers concerning the state of quality education; -In-depth interviews-conducted in 2010, by ARACIS experts who have interacted during external evaluation visits with universities on education quality; -Experimental benchmarking exercise-developed by ARACIS during 2009-2010 Quality Barometers.
