食品添加物製造及輸入業者完善自主管理之歷年輔導成果分析

Achievement Through Counseling for the Advanced Self-management of Food Additives Manufacturers and Importers

摘要


為強化我國食品產業之衛生安全管理,103年已導入三級品管制度,並公告規定業者應實施自主管理。隨著新政策的推動,食品藥物管理署規劃多起產業輔導計畫,輔導業者落實自主管理。自105年至109年間共輔導了970家次食品添加物製造及輸入業者。結果顯示業者自主管理完善程度有逐年提升的現象,於107年度輔導成果,業者完善程度已達八成。因此接續幾年進一步啟動高風險業者輔導措施,針對過去輔導結果中完善程度較不足,且資本額未達新臺幣3,000萬元之輸入業者,納入優先輔導對象,強化重點業者完善自主管理,經實地輔導後業者皆有明顯地提升。食品添加物產業經過多年輔導,皆展現出成效,也顯示產業輔導確實有助於提升與完善我國食品添加物產業落實自主品管之能力。

To strengthen the food sanitation and safety management for food industry in Taiwan, a three-tier quality control system has been launched in 2014. Since then, self-management shall be implemented by food industry. With the promotion of new policy, the Food and Drug Administration (TFDA) planned a number of counseling programs to assist food industry implementing self-management. From 2016 to 2020, a total of 970 food additives manufacturers and importers have been counseled. The results indicated that the level of self-management of the industry has improved year by year, and reached to 80% in 2018. Therefore, further counseling for high-risk industry, such as importers with less than 30 million capital, were conducted in the following years. The results showed that the industry counseling did help to enhance and improve the ability of food additives industry to implement self-management.
