摘要

2013年7月18日，美國副總統拜登在華府智庫演講表示，歐巴馬政府將致力於落實「亞太再平衡」戰略。美國不會在領土主權爭議上選邊站，但希望相關國家透過和平對話，共同促進亞太地區的和平繁榮。在「亞太再平衡」戰略中，美「中（共）」關係是既合作又競爭；在符合美國利益及價值的基礎上，美國將綜合運用「巧實力」營造亞太地區的主導權。
