本文由作者及公民團體代表經多次討論與諮詢後寫成,嘗試點出公民團體對國家人權委員會功能的構想,並回覆過去十年來各方對該委員會提出之質疑,包括設立之必要性、委員會是否應有調查權、以及委員會之獨立性等。本文無意對國家人權委員會相關文獻做完整的回顧或理論上的探討,毋寧是公民社會對於目前在國內成立國家人權委員會的期待以及提醒。
This report is written after the author's discussions and consultations with the delegates from the civil society organizations. It presents the opinion of the civil society on the function of a national human rights commission replies to the challenges to the commission in the past decade, including the necessity of havign a commission, its possession of the power of investigation and its independence. This report is not intended as a theoretical review or discussion, but presents civil society's desire to see a national human rights commission established in Taiwan.
