摘要

本文關注的是，氣候變遷引起的人類移動現象，在《聯合國氣候變化綱要公約》的架構下是以什麼樣的視角處理？它與傳統所認知的遷徙模式有什麼樣的不同之處？從《氣候變化綱要公約》第21 屆締約方大會協商過程，與會末通過的《巴黎協定》兩個時間點檢視：面對潛在的氣候環境風險，選擇移動究竟是減少災難衝擊的手段，還是長期氣候調適策略的選項之一？本文對於氣候變遷與人類移動提出初步的研究結果，期待台灣未來的氣候調適政策能開始納入思考及討論。

The main concern of this paper is climate-induced human mobility. How human mobility is tackled under the framework of the UNFCCC and how this differs from a typical model of migration is the key issue. For the parties to the UNFCCC and to the Paris Agreement, which is the outcome of COP21, is human mobility a way to reduce the impact of environmental disaster or a possible long-term strategy of adaptation in the face of potential climate risks? The initial finding of this paper might be a starting point from which Taiwan can view the relation between climate change and human mobility and develop its own climate adaptation policy.
