從「外勞攻佔北車」事件談涉外執法歧視

摘要

2013年8月11日，超過3千名印尼外勞湧入台北火車站慶祝「開齋節」，但一位檢察官的爭議性發言，卻意外引起軒然大波，促使許多人們重新思考台灣的外勞政策和歧視性社會論述。透過批判性地檢視此一爭議事件，指出台灣外勞論述背後的歧視性，本文嘗試指出多元文化社會中的執法困境，並針對未來台灣涉外執法可能遭遇的種族臉譜化問題提出建議。

On August 11, 2013, over 30,000 Indonesian workers crowded into the Taipei Main Station to celebrate an annual religious holiday marking the end of Ramadan. However, a controversial comment made by a prosecutor triggered the debates around the foreign workers policies and discriminative social narratives. By critical reflecting on the relationship between the racial profiling and multicultural society, this article makes an attempt to look into the future law enforcement on foreign workers in Taiwan.
