臺灣適應體育政策之發展

Development of Taiwan's Adapted Physical Education

摘要


目的:本文旨在了解臺灣適應體育政策發展之脈絡,並據以提出相關建議供有志者參考。方法:本文採用歷史研究法,並以文獻分析為主要方法進行研究。結果:一、政府在規劃政策時,是以學校體系為主,期望藉由學校體育帶起適應體育的浪潮;二、政策之發展呈現出政策賡續之現象,前項計畫是後項計畫之基礎;三、我國三個主要適應體育政策的執行策略模式是一致的,政策間具備延續性。結論:我國適應體育政策之發展是以學校體系為基礎,前後政策之間呈現出路徑依賴的演進模式。未來研究方向:建議能從其發展脈絡中,加上訪談的方式,更臻完善的探討政策發展的過程以及政策網絡的模式為何,更為深入的探討適應體育政策的形成與發展之動態。

Purpose: This study aims to understand the development of adapted physical education policies in Taiwan. We will also bring out some advice for future research. Methods: We use the historical research method to carry out our research. Besides, we choose document analysis as main research method. Results and Conclusion: Firstly, when the government is making policies, it should focus on different school systems. We hope that with the promotion of adapted physical education in schools, people can have more concerns for this issue. Secondly, judging from governmental policies in recent years, we find out a successive relation among the previous policies and latter ones. That is, previous policies are the foundation of the latter ones. Thirdly, the policies of adapted physical education are coherent and relevant since we find that three main administrative strategy patterns of adapted physical education are similar. Future Research: We suggest that policy analysis can be supplemented with interview in order to get a broader and more complete picture of policy development and networks of policy patterns. Then we can further discuss the formation of policies and future development of adapted physical education.
