摘要

中國在21世紀快速崛起，其經濟和軍事實力的成長，已然挑戰美國霸權地位的維持；如何處理與中國之間的關係，成為美國不能忽視的重大議題。國際關係學者提出「權力轉移論」，主張新興霸權在權力達到均勢與超越時，對於衝突與戰爭將會產生的動盪變數；論述主導權力和平轉移的重要因素，並開始運用「權力轉移論」分析中國崛起和國際關係的未來發展方向。中美兩國「新型大國關係」的建立，反映了「權力轉移論」促成提高滿意度的核心命題，持續在「權力轉移論」的理論要旨裡受到檢視，既可作為支配性強權穩住霸權的指導方針，也可以作為挑戰國權衡進退的攻守策略。

China's rapid rise in the 21st century with its growing economic and military power challenges the U.S. hegemony. How to handle the relationship with China has become a major issue of the U.S. International Relations scholars have proposed Power Transition Theory, discussing the important factors that will lead to peaceful power transfer. They began to use the theory to analyze the future direction of China's rise and international relations. The establishment of ＂A new model of China-US relationship＂ has reflected the core proposition of Power Transition Theory, reaching higher level of ＂satisfaction＂. It is the guideline for the dominant power to stabilize the hegemony and help the rising superpower select a safer choice of strategy.
