龍發堂事件對長期照顧的啟示為何?精神病人長期照顧的歷史脈絡為何?精神病人是否需要龍發堂,恢復對精神病人後續的照顧?或者其家屬於今後,了解如何照顧精神病人?首先,必須釐清龍發堂存在的背景與原因。其次,檢視精神病人與長期照顧之關係。本研究以精神病人的長期照顧為主要研究範圍,探討精神病人的家庭照顧者如何因應長期照顧,以減少照顧負擔。現行體制下精神病人長期照顧制度常面臨的困境為:第一,入住機構的精神病人老化,家屬拒絕病人返家。第二,未符合精神病人之特質的復能及長照服務。第三,精神病人提供長照服務之人力不足。第四,精神病人的家庭照顧者體力、情緒、經濟負荷等需求無法獲得滿足。而精神疾病的長期照顧制度,應以家庭為核心,進而,擴大至整個社會環境。而造成家庭照顧責任的負擔?值得討論。準此,本研究依據現有制度,建構出精神病人長照制度的基礎體系。《長期照顧服務法》所述之居家式、社區式、機構住宿式、家庭照顧者支持服務之長照服務,皆為精神疾病的長照所需,以減輕家庭照顧的負擔,並彌補家庭照顧之不足。本文以為,長照應結合醫療、社會、勞工、教育等不同領域的協助,並透過國家法律制度的制定,以保障精神病人的長照權益。

Fourth, the burden of family caregivers of mental patients. The long-term care system for mental illness should center on the family, and then extend to the entire social environment. And cause the burden of family care responsibilities? It is worth discussing. Therefore, this research deduces the basic system of the long-term care system for mental patients based on the existing system. The long-term services of home-based, community-based, institutional accommodation, and home caregiver support services described in the Long-Term Care Services Law are all required for long-term mental illness to reduce the burden of family care and make up for family care Inadequate. Furthermore, long-term photos should be combined with assistance in different fields such as medical care, society, labor, and education. Finally, through the formulation of the national legal system, the long-term rights and interests of mental illnesses can be protected.
