摘要

本研究旨在探討2009世界運動會籌辦過程與都市永續發展之間的關係，並提供我國未來大型運動賽會籌辦者及相關單位更了解永續發展的議題；學術上，期望為永續發展於大型運動賽會的研究提供理論基礎。以三重基線及重要關係人理論為基礎，並結合永續發展的概念，邀請高雄世運會組織委員會基金會人員、非政府單位、學者專家及社區代表共38位重要關係人，作為半結構式訪談的對象。研究結果發現世運會在籌辦過程中並沒有將永續發展各種議題充分納入規劃過程中，建議未來的大型運動賽會需提出相關工作架構作為規範，並融入永續發展的概念，在賽前規劃時提出各比賽場館賽後營運計畫，為舉辦地留下可被永續利用的珍貴遺產。

The purpose of this paper is to study the planning stage of 2009 Kaohsiung World Games and sustainable urban development issues. The results of this research can not only provide event organizers in future Games to understand more about sustainability issues, but also help to establish a theoretical base for studies in understanding sports mega-events and sustainability issues. Based on the stakeholder theory and the concept of a Triple Bottom Line within a sustainable development perspective, the interview questions were developed. Thirty-eight key stakeholders were invited to join a series of semi-structured interviews from a wide range of categories, including Kaohsiung Organizing Committee, non-government associations, experts, and host community leaders. The results indicated that the idea of hosting the 2009 World Games may be expected to bring great benefits to host regions, there are gaps between the city's long-term development objectives and the Games plans, and also within the adopted event strategies. Thus, future Games need to be framed by a conceptual framework within a sustainable development perspective, and importantly associated operation plan of each completion venue will need to be come out during the planning process of events. As a consequence, it is likely to ensure a more sustainable legacy to be delivered to a host destination after an event.
