「2020在即，你準備好了嗎？」臺灣學生運動員對奧林匹克2020改革議題認知之研究

國際奧林匹克委員會於2014年第127屆年會上通過奧林匹克2020改革議題，各國奧會皆全力推廣，期待關注體育運動發展的組織與人員能深刻認識與體會。當全球都致力於將奧林匹克2020改革議題向民眾宣導以及進行改革之際，中華臺北奧林匹克委員會也針對40項建議方案從多元面向進行溝通傳播，其受眾之認知效果卻無從得知。目的：瞭解臺灣大學生運動員對奧林匹克2020改革議題的認知程度。方法：以至少參加過全國性運動賽事之大學生運動員為研究對象，在2018年全國大專校院等級賽會期間至各比賽場地以立意抽樣方式進行問卷調查，有效問卷為1,230份。以描述性統計、相依樣本t檢定、皮爾森積差相關分析及重要—表現程度分析進行資料處理與分析。結果：在重要－表現程度分析發現，學生運動員對於增加財務透明化及強化道德委員會的獨立性等項目列為急需改善；保護誠實比賽的運動員、強化道德精神及確保守法守紀等項目呈現為優勢繼續保持。結論：實務建議為政府及各單項運動相關單位應加強改善財務透明化及強化道德委員會的獨立性等相關政策，期使學生運動員瞭解改革過程與內容，提升認知程度。在未來研究建議上，可針對奧林匹克2020改革議題宣導之傳播效果進行探討，也可針對單一議題進行內容分析與研究。

Olympic Agenda 2020 is the strategic roadmap for the future of the Olympic movement. The 40 recommendations of Agenda 2020 are built around three themes: credibility, sustainability, and youth. On 2017, The IOC published the Olympic Agenda 2020 Half Time Status Report and indicated certain goals had been achieved. 2020 is around the corner, while the future of the Olympic movement is marching globally, do we get ready for it? Purpose: The purpose of this study was to examine the perception of Olympic Agenda 2020 concepts of collegiate athletes in Taiwan. Methods: The study was done with 1,230 valid questionnaires completed by athletes who participated the 2018 National Intercollegiate Athletic Games and National Intercollegiate Balls Games. Descriptive statistics, independent, paired sample t-test, correlation analysis, importance-performance analysis were applied for the data analysis. Results: The results indicated that increase transparency, strengthen the IOC ethics commission, review scope and composition of IOC commissions were in the high importance and low performance quadrant. The results also showed that change the philosophy to protecting clean athletes, ensure compliance, strengthen ethics were in the high importance and high performance quadrant. Conclusion: This study suggests that Olympic Agenda 2020 education program should corresponding to the implementation of strategies and action plans. To strengthen the influence of the Olympic Agenda 2020, including increase transparency and strengthen the IOC ethics commission were needed to be improved. Researchers suggested that the effects of the NOC education and communication in the Olympic Agenda 2020 could be studied in the future study. Future researches on a specific issue, such as anti-doping education, organizational governance, Olympic movement and other issues could be suggested as well.
