台灣水泥業能源效率與替代燃料使用分析

Analysis of Energy Efficiency and Alternative Fuels Use in Taiwan Cement Industry

摘要


台灣水泥業發展已超過100年的歷史,在能源耗用、環境汙染、自然環境的影響已造成嚴重的衝擊。在經歷產業發展變遷與環保意識日趨抬頭後,如何兼顧節能減碳與環境保護,已成為當前重要的課題。政府於2012年政府制定水泥業能源效率指標規定與2015年推動強制性節電1%的政策,產業進行各項設備的改善與汰舊換新之投資,使能源使用效率不斷的提升,能源密集度與水泥單位耗能持續下降。比較國際節能減碳策略,水泥業的原料與燃料替代已成為歐、日等先進國家大力推動循環經濟的作法,分析我國在此領域之推動落後國際平均水準甚多,已為當前國內水泥業的發展重要課題。考量在政府既有的節能減碳與資源再利用政策上,借鏡先進國家燃料替代做法,同時解決我國廢棄物處理問題,才能落實「循環經濟」的產業政策。

The development of the cement industry in Taiwan has been more than 100 years, and the impact of energy consumption, environmental pollution and the natural environment has caused serious impact. After the industrial development changes and environmental awareness are on the rise, how to balance energy conservation, carbon reduction and environmental protection has become an important issue. In 2012, the government formulated the minimum energy efficiency indicators for the cement industry and the policy of promoting 1% mandatory electricity saving in 2015. The industry has improved the equipment and replaced the old ones, which has led to continuous improvement in energy efficiency, and energy intensity and cement specific energy consumption have continued to decline. Analysis of the international energy- saving and carbon-reduction strategy, the alternative raw materials and alternative fuels in the cement industry have become the practice of promoting advanced circular economy in advanced countries such as Europe and Japan. After analyzing the promotion of Taiwan in this field, it has fallen behind the global average level and has become an important topic for the development of the domestic cement industry. Considering the government's existing policies for energy conservation, carbon reduction and resource reuse, it is possible to implement the "circular economy" industrial policy by taking advantage of advanced national fuel substitution practices and solving domestic waste disposal problems.
