水泥製造業能源效率規定的作法與預期成效
The Regulations of Energy Efficiency and Expected Energy Saving of Cement Industry.
摘要
經濟部為了有效提升耗能產業之能源效率，特別成立專案計畫制訂水泥、鋼鐵、造紙、石化、玻璃、紡織與電子等業主要耗能設備之能源效率規定，業者應依據能磁管理法第8條之規定進行節能改善。歷經多次與公會、業界及學者專家之共同討論達成共識，將生熱料系統、水泥磨系統以及旋窯系統設備之能源效率規定值分別定為74kWh/t-熟料、46kWh/t-水泥及893Mcal/t-熟料。經濟部已於101年9月24日公告「水泥製造業應遵行之節約能源與能源效率指標規定」，定於104年1月1日起實施。水泥業需有25,000公秉油當量（KLOE）之節能量，方能滿足能源效率規定之要求。

In order to improve the energy efficiency of the energy-Intensive industries, MOEA establish the special project to plan the energy efficiency regulations of engaging in energy-Intensive industries such as the cement, steel, papermaking, petrochemical, glass, textile and electron industry. The industries should improve energy-conservation according to the regulation of Article 8 of Energy Management Law. After several times discussion with TCMA, industries and scholars, we obtain an agreement of energy efficiency indicators of raw clinker system, cement mill system and kiln system facilities are 74kWh/t- clinker, 46kWh/t- cement and 893Mcal/t- clinker respectively. The regulation of 'Power Saving and Energy Efficiency Indicators for Cement Manufacturing Industry, has been announced by MOEA on Sep 24, 2012. It will be implemented on Jan 1, 2015. Industries need to save energy about 25,000 KLOE to meet the regulations.
