溫室氣體減量與微型規模抵換案例之探討

摘要

由於地球暖化與氣候變遷問題日益嚴重，造成嚴重災害的事件層出不窮，近幾十年來，全球致力於減少溫室氣體排放，其目的就在於減緩氣候變化的發生。面對國際溫室氣體減量趨勢，我國政府多年來推動產業落實節能減碳工作，促進能源使用效率提升及低碳化生產，以協助產業降低全球暖化議題下之碳管制風險與減量壓力。抵換專案源自於ISO14064-2計畫型減量活動，指透過節能減碳改善等措施，降低原營運狀態（基線情境）下產生之溫室氣體排放量，透過抵換專案制度，取得有經濟價值之減碳額度，提高減碳績效及有效降低節能減碳措施執行成本，理應具實質之政策誘因而易於推動，然而為何在實際推動上有其難度，中小企業申請抵換專案意願不高。本研究將分析縣市政府推動溫室氣體微型規模抵換專案內涵與推動過程。首先，將整理既有的文獻，探討溫室氣體微型規模抵換專案推動過程；其次，以節能減碳的角度檢視縣市政府推動溫室氣體微型規模抵換專案成效；最後，提出研究的結論與建議。

Because of increasingly serious problems of global warming and climate changing, it causes that serious disasters emerge in an endless stream. In recent decades, the world has been committed to reducing greenhouse gas emissions, which is for slowing down the occurrence of climate change. In the international trend of greenhouse gas reduction, our government has promoted the industry to implement energy conservation and carbon reduction work for many years to promote energy efficiency and low-carbon production, so as to help the industry reducing carbon control risks and reduction pressures under the global warming issues. The exchange project derives from the ISO14064-2 planned reduction activities, which refers to reducing the greenhouse gas emissions generated under the original operating state (baseline scenario) through measures such as energy saving and carbon reduction improvement, and obtaining economic value through the exchange project system. It should have substantial policy incentives and be easy to promote. However, why it is difficult to actually promote? It's beacause that some small and medium enterprises are not very willing to apply for exchange projects. This study will analyze the connotation and promotion process of the government's promotion of the greenhouse gas micro scale exchange project. First, we will sort out the existing literature to discuss the promotion process of the greenhouse gas micro scale exchange project. Then, the effectiveness of the government's promotion of the greenhouse gas micro scale exchange project will be examined from the perspective of energy conservation and carbon reduction. Finally, propose the conclusions and suggestions of this reaearch.
