社區照顧關懷據點之經營管理關鍵成功因素－以彰化市為例

本研究旨在探究彰化市社區照顧關懷據點經營管理構面與內涵及其關鍵成功因素。為達成研究目的，本研究採質與量並行之方式，以文件分析（Documentanalysis）與德懷術（Delphi technique）等研究方法進行探究。首先，依據文件分析結果，歸納出社區照顧關懷據點經營管理構面與內涵，發展本研究之德懷術問卷。隨後，以立意取樣方式，選取任職於彰化市社區照顧關懷據點負責人、彰化縣政府業務主管及學術界相關領域教授等三項職務類別之德懷術專家，共計二十一人，進行三次德懷術問卷調查作業，且於每一次問卷回收後，進行各構面與內涵之假設考驗（柯-史單一樣本考驗與符號考驗）及描述性統計分析（平均數、標準差、眾數與等第排序）。最後，依據前述研究歷程與資料分析結果，研擬結論與建議，冀協助彰化市或其他地區之社區照顧關懷據點，檢核並改善其經營管理方式，以達永續經營之目標。

The purpose of this study was to explore section, connotation and key successful factors for management of community caring-concern centers in Changhua city. In order to accomplished the purpose, this study employed the mixture of both qualitative and quanlitative analysis, the document analysis and Delphi technique were conducted. First, according to the result of content of document analysis, induced the management on demision and connotation of community caring-concern centers, then the Delphi questionnaires were developed. Afterwards, a purposively sampling method was used to select 21 Delphi experts, including the person in charge of community caring-concern centers in Changhua city, executives of Changhua County Gvernment, and academic professiors in related domain. The 3-round questionnaires of Delphi surveys were conducted to analyze hypothesis researches (Kolmogorov-Smirnov one sample test and the sign test) and descriptive statistics (mean, standard deviation, mode and rank) on perspectives and connotations for management of community caring-concern centers. Finally, on the basis of above results, this study concluded the findings and gave its suggestions, hoping to assist the community caring-concern centers in Changhua or other cities, which can examine and improve management mode, and achieve the goal of sustainable management.
