對中國新型競技體育舉國體制的思考

Reflection on the New Nation-Sponsored System of Competitive Sports in China

摘要

本文分析了新型競技體育舉國體制產生的背景及意義，提出了新型競技體育舉國體制的概念及內容，指出了未來新型競技體育舉國體制的走向。本文認為：一、新型競技體育舉國體制包含「存量體制」和「增量體制」兩個方面內容，概念的內涵由「組織體系」和「保障體系」兩大要素構成，概念的外延則由組織領導體系、運動訓練體系、運動競賽體系等內涵要素的結合體構成；二、新型競技體育舉國體制的發展以增強管理效率、建設效能政府為直接目標，以體現以人為本、做到有法可依為現行目標，以創造公平環境、建立合理秩序為核心目標；三、新型競技體育舉國體制發展必須遵循三個原則，包括穩中求進原則、以點帶面原則和可持續性原則；四、未來新型競技體育舉國體制的發展，應相對穩定體制存量、大力發展體制增量，應局部改革體制存量、試點扶持體制增量，應適度開放體制存量、逐步啟動體制增量。

This purpose has analyzed the background and the significance of the ＂new nation-sponsored system＂ of competitive sports, proposed the concept and content of the ＂new nation-sponsored system＂ of competitive sports, and pointed out the future of competitive sports' ＂new nation-sponsored system＂. This paper argues that: (1) competitive sports' ＂new nation-sponsored system＂ contains two aspects of ＂inventory system＂ and ＂increment system＂; the concept connotation is composed of two elements, ＂organized system＂ and ＂security system＂, and the concept extension is composed of the organization and leadership concepts, sports training system, sports competitions system and the combination of other content elements; (2) the development of competitive sports' ＂new nation-sponsored system＂ regards the enhancement of management efficiency and efficient government construction as its directly target, people orientation and achievement of related laws as its current target, creating a fair environment and establishing a reasonable order as the core target; (3) competitive sports' ＂new nation-sponsored system＂ development must follow three principles, including seeking improvement in stability principle, point to area principle and sustainability principles; (4) the development of future competitive sports' ＂new nation-sponsored system＂ should relatively stabilize the system inventory, energetically develop system increment, partially reform the system inventory, support pilot system increment, moderately open system inventory, and gradually activate the system increment.
