內政部為提供老人社區照顧,於2005年訂頒社區照顧據點計畫,該計畫目標乃在台灣建立本土化的照顧服務網絡及互助系統(內政部,2005)。其服務包括家庭訪視、電話問安、送餐服務(或集中用餐)與健康促進活動等四項目,並由建立社區照顧據點的社區相關組織提供服務。當前台灣南部高高屏縣市地區老人人口大多超過百分之十一,其間社區照顧據點大多經評估為「發展著有績效」的社區(內政部,2007)。本研究的目的乃在探討此一政策措施對高屏縣市社區社會資本的影響,以社區照顧據點領導者為調查對象,了解領導者特質對社區社會資本的影響,此乃本研究的焦點。領導者之觀點包括影響因素理念與能力及社區照顧據點服務的成果均為探討的重點,本文最後提出結論與發現並對未來政策與發展做建議。
In order to set up community care services for seniors, the Ministry of the Interior launched the ”Community Care Stations Plan”, in 2005. The purpose of this plan was to build up localized care service networks and mutual help communities in Taiwan (Ministry of the Interior, 2005). Four areas of service-home visitation, phone contact, meals on wheels (or, lunch clubs), and health promotion activities-were to be provided by those community organizations which registered as community care stations with the Ministry. Older populations at the southern end of Taiwan (Kaohsiung City and County, and Pingtung County) have accounted for more than eleven per cent of the total population increase at these centers.These centers have been identified as ”well developed” (effective) community care stations (Ministry of the Interior, 2007). The purpose of this research was to explore the impacts upon ”social capital” of community care stations established in Kaohsiung City and County, and in Pingtung County. The station leaders in these locations were surveyed for their impact upon ”social capital” in their communities. Thus, this impact of ”social capital” upon these southern Taiwanese communities was the focus of this research. The station leaders' perspectives-including those indicating factors of impact upon ”social capital”, as well as community care station results-were investigated. Future policy developments and findings are suggested in the paper.
