社區照顧關懷據點模式之研究－以高雄市為例

摘要

94年3月，內政部為針對高齡化社會，家庭結構核心化的社會問題，以社區營造及社區自主，倡導社區照顧服務，發展社區自助互助精神，推出了「社區照顧關懷據點」計畫，要求社區中志願組織部門提供社區照顧服務，進行健康促進與初級預防之工作。高雄市的老人與身心障礙人口正逐年增加中，由於位於台灣高雄市，其傳統社區照顧文化應有不同，在社區照顧關懷據點設立後，如何推動與運作雖有其全國共通性，但亦有其高雄市地區之特殊性，本研究係針對社區照顧關懷據點計畫在高雄市執行情形做一檢視，探討較佳之經營模式，以對當前政策提出修正之建議。

In order to encourage community empowerment and its independent and to solve problems of aging society and nuclear families in Taiwan, Ministry of the Interior issued a Project of Community Care Service Station in March 2005. It required that community care services should be provided by the voluntary sector in the community under the government's subsidies. Health promotion services were included. The population of elderly people has been dramatically raised in Kao-Hsiung City. Generally speaking, being located in the southern Taiwan, Kao-Hsiung City has been regarded as a traditional city. How a community care service station works may be different. This research dealt an examination of the effectiveness and efficiency on ”community care service centre” in Kao-Hsiung City. Several optimum running models and policies for different community care service centers in Kao-Hsiung City were suggested in the research.
