本文旨在探討部落社區文化產業與在地就業的可能性,為達此目的,本文採深度訪談法針對信義鄉文化產業經營者進行質性資料的蒐集及分析。研究發現,至今信義鄉文化產業仍難發展,舉凡觀光休閒業只能苦撐;精緻農業小農無力經營;文化藝術創作難維生。即令如此,不過原鄉人士大多認為觀光休閒文化產業依然是部落未來要走的路,但也質疑近年來政府相關部門致力於推動原鄉文化產業計畫,總是流於選舉政策口號。然而,倘若原鄉文化產業是值得繼續推展的國家型大計劃,那麼中央政府未來理應將原民會提升為「原住民族事務部」,以期增加其權責,強化其政策規劃統籌與執行的力量。如此,才不至於使原民會只是淪為配合各部會的一個協調單位和政策執行單位。
This study aims to explore the possibilities of tribal community industries and local employment. Thus, we take the method of in-depth interviews to collect and analyze the qualitative data from the industry owners and managers in Xin-yi Country. We finds that until now, the industries in Xin-yi Country have not yet been developed: the tourist industry suffers from economic decline; the small farmers of refined agriculture are not capable to operate a business; and the artistic creations are difficult to be transformed into commodities. However, the residents in aboriginal tribes still insist on the industries of tourism, leisure, and culture as the effective solution to the survival of tribal economy. And more and more residents start to question that the governmental programs of promoting the development of cultural industries in aboriginal tribes seem to drift to a policy slogan during the election seasons. We suggests that if the cultural industries in aboriginal tribes are viewed as a worthy national grand policy planning, the Central Government should elevate the Council of Indigenous Peoples of Executive Yuan to the 'Ministry of Indigenous Peoples' Affairs', in order to enhance its power, strengthen its capabilities of policy making, coordination and administration. Such elevation will contribute the policy autonomy of Council of Indigenous Peoples, and prevent it from being only as the follower of relevant policies of other Ministries.
