福利多元主義提倡政府不再是福利的唯一供給者,社區、家庭、民間組織等均是可能的福利提供者。「社會福利民營化」即政府為結合社會資源,委託民間共同推展社會福利服務之「公私協力」作法,而委託民營的類型,則有公設民營、委託服務及補助等方式。台灣近二十年來社會福利民營化的趨勢日漸增加,政府將社會福利服務民營化,無非是希望透過民營化的方式,提供社會弱勢族群有彈性、高效率、低成本及高品質之福利服務。為因應高齡社會來臨,落實社區照顧,政府於2005 年開始推行社區照顧關懷據點實施計畫,即採民營化補助委託方式,結合非營利組織,協助公部門將福利服務提供給社區中的老人。本文將以社區照顧關懷據點實施為例,藉由焦點團體及內容分析法,檢視社會福利民營化實施歷程中公私部門遭遇的困境,並試圖回應其可能解決的途徑。
Welfare pluralism advocates that the government is not the only supplier of welfare, community, family, civil society are possible welfare providers. "The privatization of social welfare" is the "public-private partnership" approach in which the Government has jointly commissioned the social welfare services in combination with the social resources, and the type of private enterprises entrusted to private enterprises, including public ownership, commissioned services and subsidies. The Privatization of Social Welfare has been gradually increasing during 20 years. Government uses social welfare services privatization in order to provide flexible, efficient, low-cost, and high-quality services to social inferior groups. To deal with the aging society and to fulfill the community care, government started to push a community care station executive plans in 2005. By combining the non-profit organizations to assist the public welfare services to the elderly in the community. This article takes the community care station executive plans as example, to exploring the problems in the public sectors and the private sectors when carrying out the Privatization of Social Welfare executive plans by focus group and contents analysis methods, and try to response to the possible solution approaches.
