COVID-19疫情下職災勞工重返職場服務的展望與精進:以臺中市職災勞工個案主動服務計畫為例

摘要


職業災害的發生不僅對勞工造成傷害,亦連帶影響家庭的經濟、壓力、照顧負荷等。為能即時保障職災勞工權益及穩定家庭功能,台灣自2008年8月開始推動「職災勞工個案主動服務計畫」(Family Assistance Program,簡稱FAP),提供職災勞工及其家庭相關支持或轉介。協助職災勞工重返職場是FAP方案的重點服務目標,然在諸多因素影響下,再加上2020年新冠肺炎疫情的持續衝擊,要協助職災勞工重返職場頗具挑戰。為能初探性的瞭解職災勞工的重返職場如何受到疫情的衝擊,本研究以臺中市2018-2021年間職災勞工重返職場的統計資料進行單變項分析,結果發現疫情發生對職災勞工重返職場的類型、年齡、學歷及期程均產生影響,並可能加劇勞動市場的性別不平等與排除上下肢失能者的現象。本研究最後依研究結果提出具體建議,以為(後)疫情時代協助職災勞工重返職場時能更有效精進。

Occupational accidents not only cause harm to workers, but also affect the family's economy, stress, and care loads. In order to protect the rights and welfare of injured workers and stabilize their families' functions, Family Assistance Program (FAP) has been implementing since 2008. The main service objective of FAP is to assist injured workers to return to the workplace successfully. However, under the effect of many factors, coupled with the continuous impact of COVID-19 Epidemic since 2020, it is quite challenging to assist injured workers to return to work. In order to preliminarily understand how the return to work of injured workers is affected by the epidemic, this study conducted a univariate analysis based on the statistics of injured workers returning to work from 2018 to 2021 in Taichung City. The research results show that the outbreak of the epidemic could impact the type of returning to the workplace, age, education level and duration of injured workers, and might exacerbate gender inequality in the labor market and exclude the worker with disabilities. Based on the results of the study, some recommendations were put forward in the belief that assisting injured workers to return to the workplace in the (post) epidemic era can be more effective and efficient.
