本研究目的乃是藉由網際網路及文獻收集的方式,探討澳洲新南威爾斯州、德國聯邦政府、美國加州、日本等國之職災勞工重建制度,比較分析後,歸納出具體的建議及作法,以改進我國之職災勞工重建制度。結果顯示:本研究所回顧的四個國家為了達成職災勞工能夠重返工作及建立有效率職災勞工重建模式的目的,四國都有完善的職災通報系統及個案管理制度,早期醫療與介入,以醫療導向、重返工作為目標的職災勞工重建服務,再輔以雇主的參與及訂定法規讓雇主為職災勞工保留原職場工作。相較於其他國家,本研究建議我國之職災勞工重建制度須採用下列的改善措施,包括:採用網狀職災勞工重建模式,強化職災勞工通報及個案管理制度,以及訂定職場復建計畫及鼓勵雇主雇用及保留職災勞工原職場工作之措施。本研究也建議未來需要進行之相關於職災勞工重建方面的研究。
The purpose of this study was to explore rehabilitation policies after work injuries in New South Wales, Germany, California, and Japan, through the internet and literature review. After collecting and analyzing the information, recommendations were made to improve rehabilitation policies for people with work injuries in Taiwan. All reviewed countries included the following policies in order to return injured individuals to work effectively: (1) all countries had immediate work injury reporting and a comprehensive case management system; (2) the rehabilitation of people with work injuries was medically driven and focused on early intervention and return to work; and (3) to facilitate the process, all governments required the employers' participation in the rehabilitation process and enforced regulations regarding job retention after injury. Suggestions for improving rehabilitation policies for people with work injuries in Taiwan include (1) adopting a model of rehabilitation network for people with work injuries; (2) reinforcing work injury reporting and the case management system; and (3) enforcing workplace rehabilitation programs and encouraging employers to hire people with work injuries. Future studies on the rehabilitation of people with work injuries were also suggested.
