自發型社區組織的發展與資源動員:以雲林縣老人長期照護協會為例

The Growth of Community Organization and Resource Mobilization: The Example of Yunlin Elderly Long-term Care Association

摘要


本文採取組織生命週期觀點和資源動員的理論取向,以一個成功的自發型社區組織爲對象,描述社區工作者如何在災變後的集體困境中,針對社區需求提供服務,進而組織化與發展的歷程。研究發現此一自發型社區組織的發展可區分爲創業期、定向期和規範期,每個階段有其特定的階段目標與危機,而需要特定的資源動員策略來突破。整體看來,自發型社區工作就像社會運動,是需要一套槓桿機制來調動社會資源才能成功。其中,人和組織是最重要的支點,隨著組織發展要滿足的社區需求逐步增加,使命就成爲推動社會工作實踐的槓桿。因而組織和行動者特質、使命和動員策略的分析,都深具學術議題、實務運用和政策對話的價值。

This article adopted the perspective of growth phases of organization and resource mobilization theory to describe the process of organizing and development of an indigenous community organization, which has met the demand of after-disaster communities successfully. The result shows that the development of this indigenous community organization can be divided into three phrases as the creativity, the direction, and the delegation. Each accomplished stage includes starting from its particular social goals, then challenging by some specific crises, and drawing on different strategies of resource mobilization to overcome those crises finally. As a whole, the engagement of indigenous community work just like the initiation of a social movement. Its success has to acquire a leverage mechanism to mobilize social resources. On the mechanism of pushing the practice of social work, the organization and actors act as the pivot, and social mission acts as the lever. The further analyses of characteristics of organization and actors, social mission and strategies of resource mobilization will be valuable, no matter in academy, practical operating or policy.
