社區型組織推動家庭暴力防治的實務模式及美國案例

摘要

社區型組織是家庭暴力防治的尖兵，在台灣已有為數不少投入教育宣導工作，然而少有理論依據且面臨多重挑戰，部分民眾仍覺得事不關已，常有志工和領導者質疑這是不是社區的事而難有共識，發展永續的合作網絡更是一大挑戰。針對這些困境，本研究介紹社區動員和旁觀者介入等二個強調營造共識和組織網絡的實務模式，以及實際運用這二個實務模式的案例，分別是美國舊金山灣區的韓裔社區和鄰近芝加哥的奧斯汀社區。對照於台灣相關現況，這二個實務模式及其運用案例，體現了由下而上串連不同專業和部門形成合作網絡、在社區鄰裡層次成立常態性的聯盟組織、重視文化多樣性等取向，可以作為相關實務操作的參考。

Community-based organizations in Taiwan have been involved in domestic violence prevention, in primary and secondary level in particular. In order to inspire better practice, this study introduces practice theories of Community Mobilization Model and Bystander Intervention. Corresponding to each theory, case examples described are Shimtuh project in Korean community of the East Bay at San Francisco and The Austin Community Domestic Violence Project in Chicago area, United States. The collaboration across sectors and professions, alliance formed by bottom-up community building, and culturally sensitive interventions such as forum theater and citizen leader training offer valuable reference for Taiwan.
