離島居民對開放設置觀光娛樂賭博事業之態度認知研究－以金門為例

摘要

本研究主要目的在探討金門地區居民對於金門設置觀光娛樂賭場之認知態度，瞭解金門民眾對開放觀光娛樂賭場之態度、設置觀光賭場的影響認知及居民對觀光賭場的設置限制，作為相關單位促進金門觀光事業永續發展之參考。本研究共回收有效問卷585份加以分析，結果顯示：一、不同之個人基本資料，在開放觀光賭場之態度、設置觀光賭場的影響認知、觀光賭場的設置限制等均有部分達顯著差異。二、開放觀光賭場態度不同、對觀光賭場的設置限制不同，在設置觀光賭場之影響認知上均有部分達顯著差異。三、居民對觀光賭場的態度傾向於認同觀光賭場具有存在價值的趨勢。至於金門是否以觀光特區附設觀光賭場以「沒意見者」最多，將近半數，其次同意，反對者不到兩成。觀光賭場帶來之經濟效益，一直是世界各國設置的最大誘因，然而其負面衝擊所造成不確定性的社會成本，卻是最大的阻礙關鍵。即使以獨立特區方式開放設置，所帶來的不僅是區域性的觀光發展問題，更是社會國家整體發展問題。故觀光賭場之設置，除了需瞭解民眾之態度外，更需先擬定適當、周詳的配套政策。觀光賭場的開放非強調賭博的合法化而是休閒娛樂的多元化，所以有必要建立大眾正確的休閒觀念。

The purpose of this study was to evaluate residents' attitudes towards opening the casino and their conscious of the effects of the casino for sustainable development of tourism in Kinmen. This research involved analysis of 585 valid questionnaires. The study results are summarized as followings:1. Some significant differences were found between respondents' demographics and their attitudes towards opening the casino, awareness after opening of the casino, and beliefs about limitations for opening the casino.2. There were some significant differences between attitudes towards opening the casino, beliefs about limitations for opening the casino and awareness after opening the casino.3. Respondents' attitudes tended to reflect the positive value of the casino. However, almost half of these residents have ”no opinion” as to whether Kinmen should become a special administrative tourism area for casino operation, and less than 20% of them disagreed with this.4. To summarize, respondents showed greater awareness of negative influences than positive effectives from opening the casino.5. It is necessary to establish a correct concept for the public of the casino as providing diversified leisure activities, and not merely legalizing gambling.Economic benefit produces the greatest incentive for countries all over the world to establish casinos. However, the uncertain social costs which come from the negative impacts of a casino are the deciding factors opposing the casino. Even though the casino is located in an isolated area, tourism problems develop not only for that area but for the whole country. Thus, it is necessary to devise proper policies before establishing a casino.
