Since the policy of Kinmen-Xiamen ”Mini Three Links” initiated on January 1(superscript th), 2001, cross-strait exchanges have boomed. Along with the increasing exchanges, the public security issues are in no doubt becoming more and more serious. Among these issues, cross-border smuggling and illegal entry between Kinmen and Xiamen cannot be ignored. Not only the two crimes diversify in the patterns, but also cases of narcotics smuggling are no big news. Due to the complexity of political, economic, and societal factors in the Kinmen-Xiamen exchanges, the crimes can only be solved under the will of both central governments of the two sides of Taiwan Strait. The article attempts to use the relating concepts and data to evaluate the Kinmen-Xiamen smuggling and illegal issues on the facets of factors, characters, and patterns. Further influences of the crimes and some strategies are also provided for references.
