時值我國政府大力推動知識經濟與產業轉型,第三期全面提升產品設計能力計畫也大力推動之際,每年政府與民間共同投入於提升產品設計能力經費高達新台幣兩億元以上,因此,非營利設計組織之績效良否,攸關國內整體設計產業之定位與未來發展。本研究即以非以營利為唯一目標的非營利設計組織為研究對象,探討此類型組織之績效評估模式。有鑒於非營利設計組織之績效評估,經查研究文獻仍付之闕如。因此,本研究引用非營利組織六種不同的績效評估指標:1.使命達成度與社會接受度;2.效率;3.投入程度;4.滿意度;5.平衡度;6.轉換度,作為訪談工具。探討八個單位共計十位受訪對象在績效評估上之應用情形,以及訪談其所認為較合理之績效評估模式,轉化歸納為非營利設計組織績效指標彙總表。此外,本研究結合績效平衡計分卡的理論,建構探索性具綜效的非營利設計組織績效評估模式。期望本研究能提供各界對設計組織之績效評估應用與研究進一步後續探討參考。
Taiwan government is making all-out effort to enhance and promote knowledge-based economy and industry transformation. Presently, the government is executing the third period program of upgrading product design capability. During each year, the government and the enterprises together sponsor the budget for the program is over NT 200 million.Therefore, the performances of Taiwan's non-profitable design organizations are essential to the future development and positioning of the whole local design firms. This study is focused on the non-profitable design organizations and their performance evaluation model. Even though the performance evaluation models of the profitable design organizations have been explored in some prior studies in Taiwan, the complete and appropriate design performance evaluation model of the non-profitable design organizations are not yet constructed. Besides, this study adopted commonly approaches in performance evaluation of non-profitable organizations, namely (1) goal-attainment and society acceptance approach; (2) efficiency approach; (3) manpower, budgets, and objects join approach; (4) satisfaction approach; (5) balance approach; (6) transformation approach, and survey through in-depth interviews how they are used in performance evaluation in the ten samples of eight representative non-profitable design organization in Taiwan.Furthermore, based on the data obtained from the survey, this study adopted the Balance Scored theory and developed a primary synthesized model of the performance evaluation of the non-profitable design organization. Hopefully, the conclusion would be of useful reference for academic and practice fields to further explore the issues of design performance evaluation.
