摘要

本文乃在探討學校體育政策問題形成之過程及影響因素。首先，藉由問題背景來說明學校體育政策問題形成可分成公共問題發生、公共問題提出、公共問題接納及政策問題認定等四個過程。其次，探討學校體育政策問題形成的外部因素，包括有政治、社會、經濟及教育與文化等四個因素；在內部因素部分則包括有教育理念、體育師資、體育教學、體育活動及運動設施等五個因素。再者，在問題提出方面包括有全國體育會議提出振興學校體育策略、政府高層首長政策宣示、教育部有關主管對學校體育之重視及學者專家普遍之支持等四個因素。最後，再由政府接納問題後，確認對政策問題之認定，其可劃分為兩階段，在行政院體育委員會成立之前乃以菁英化為導向；之後則以普及化為導向。

This paper investigates the process through which problems in physical education policies for schools are created, and the factors that affect its creation. First, as a background, the creation of problems in physical education policies for schools can be divided into 4 separate processes: occurrence of a public problem, bringing a public problem forward, acceptance of a public problem, and the identification as a policy problem. Second, the external factors affecting the creation of physical education problems for schools include: political, social, economic as well as educational and cultural factors. There are five internal factors, including educational ideas, quality if physical education teachers, the teaching of physical education, physical education activities and movements. Next, bringing the problem forward includes policies for reviving physical education in schools proposed on national physical education meetings, policy declarations by top-level government leaders, importance put on physical education in schools by the competent authorities in the Ministry of Education, and the general support by scholars and experts. Finally, after the government has accepted the problem, confirmation of the problem identification can be divided into two stages. Prior to the establishment of the National Council on Physical Fitness and sports, elitism will be the direction; after its establishment, popularization will be the direction.
