探討條件評估法在體育場館效益評估之可行性

摘要

本研究目的在探討利用應用經濟學方法-條件評估法於體育場館效益評估之可行性。以文獻探討方式，針對體育館的類型、功能及其帶來之效益進行討論，接下來介紹應用經濟學方法-條件評估法，探討其運用的方式及研究類型，再探討其對於體育場館效益評估之可行性。經過文獻探討後本研究得到以下結論：體育場館帶給一般民眾包括心理、生理、社交及教育等效益，而對於國家則具有經濟效益，不僅可以減少醫療成本也可收取體育場館使用費。條件評估法方面，其主要針對非市場性財貨，利用問卷設計的方式，詢問受訪者針對財貨支付價格的意願，目前運用的範圍相當廣泛，包括遊憩、保育、環境污染與公共政策、文化藝術及其他等五大類，而體育場館屬於公共財貨，所帶來的效益無法用一般貨幣價值衡量，此與條件評估法使用之特性相符，故本研究建議未來研究者在運動場館效益研究方面，可採取條件評估法以獲得貨幣性價值，具體的貨幣金額可作為國家政策及費用擬定的參考。

The purpose of the study was to explore the feasibility of the theory of the Contingent Valuation Method on the stadiums and gymnasiums. It took document analysis to explore the forms and functions of the stadiums and gymnasiums and the leisure benefits from them, the applications and the categories of the research of Contingent Valuation Method and the feasibility of the Contingent Valuation Method on the stadiums and gymnasiums. It got the conclusion that the leisure benefits of the stadiums and gymnasiums for people included physiology, psychological, social and educational benefits. They provided economic benefit for the government such as the decreasing of the cost of medical treatment and the increasing income of the entry fee. Besides, the Contingent Valuation Method was used to study the non-market valuation by questionnaires. The stadiums and gymnasiums belonged to the public properties and could not be traded in the general market. In addition, the leisure benefits of the stadiums and gymnasiums were intangible. Because of the characteristics of stadium and gymnasium and Contingent Valuation Method, it suggested that researchers can make use of the Contingent Valuation Method on the evaluation of the leisure benefits of the stadiums and gymnasiums.
