跆拳道技擊競賽裁判養成之研究：以2008年奧運為例

摘要

跆拳道技擊項目是我國在國際運動賽會中的主軸，在2000年雪梨奧運正式列為比賽項目。然而基於跆拳道技擊競賽常發生爭議，跆拳道項目於未來奧運會競賽項目中面臨出局的危機。本文採用文獻分析法，主要根據跆拳道技擊競賽新規則探討對裁判的影響，並且以2008年奧運跆拳道技擊競賽裁判之遴選流程與我國目前實施裁判培訓制度比較分析。專業及高水準的執法才能保證比賽的公平與公正，裁判應具有：外語能力、專業能力及公正力、靈活運用科技之能力。在跆拳道國際賽會中，代表我國參賽之選手以及擔任裁判工作之裁判都能夠提高國家的能見度，對於我國國家形象之提升及宣傳極為重要。建議我國跆拳道協會可參考2008年奧運跆拳道技擊競賽裁判之培訓制度，加強跆拳道技擊競賽裁判養成以及建立完善的體制，以使跆拳道技擊競賽能更公平、公正，繼續成為奧運會的正式項目以提高跆拳道運動未來的發展。

Taekwondo had been focused in national sports competitions by our Taiwan's athletics, and it had been the official competition since Sydney Olympic Game in 2000. However, lots of arguments during competitions may result in its repeal in Olympic Games in the future. The method was used by the document study, and the results were based on a collection of latest Taekwondo competition rules (2005/04). The result of this study is focused on the effects of the enacted rules to Taekwondo judges, and analyzed the process of judges' selection for 2008 Olympic Game and the system of Judges' education in Taiwan. ”English ability”, ”Professional and conscionable abilities”, and ”Technology-employing abilities” should be qualified for Taekwondo judges. Athletes and judges participate in national competitions also can elevate country's visibility and image. The judgments of equality and high level will make competition fair. Chinese Taipei Taekwondo Association may learn the process of judges' selection for 2008 Olympic Game to educate the Taekwondo judges and establish an applicable system to make Taekwondo competition fairer. Wish Taekwondo will continue to be the official competition in 2008 Olympic Game to promote Taekwondo's development.
