臺中區農業改良場辦理農民訓練成效評估之研究－以設施蔬菜栽培管理班為例

摘要

本研究調查2010~2013年間臺中區農業改良場辦理設施蔬菜初階班131位結訓學員訓練成效。受訪者以男性為主佔83.75%，45歲以下青年農民佔76.25%，大專以上學歷佔68.75%，非農業相關科系佔93.75%。訓練成效結果顯示，學員在生產、行銷、人力資源、研發能力、財務、資訊、風險及政策法規等能力提升，各構面問項平均數在3.19~4.11之間，介於普通至非常同意。在學員受訓後投入設施蔬菜栽培及課程對農產品銷售額與經營利潤影響部分，得知臺中農改場設施蔬菜栽培課程對其農產品銷售額及經營利潤有實質助益。將經營能力提升之28個問項作因素分析，得到5個重要因素。學員教育程度對5個重要因素訓練成效影響顯示，高中(職)以下受訪者在財務管理能力提升上顯著地高於大學以上受訪者；從農6~10年的受訪者結訓後在政策風險研發能力，顯著較從農5年內者提升較多；非青農受訪者在政策風險研發能力提升顯著高於青農受訪者。課程對學員在農場工作助益認同度與需求度部分，顯示在栽培技術、病蟲害防治與安全用藥、田間實作、土壤與肥料管理、農場參訪、堆肥與微生物液肥及農產品採收後處理及分級包裝等7類，認同程度與需求程度均高，以上結果可提供農民學院開設蔬菜栽培班課程規劃與調整參考。

The goal of this study is to evaluate the training effectiveness of greenhouse vegetable cultivation training program conducted by the Taichung District Agricultural research and Extension Station, Council of Agriculture (Taichung DARES, COA) Training Center in 2010-2013. A total of 131 trainnees who took the program in 2010 to 2013 were investigated, in which 80 questionnaires were valid. The background of the trainees are male (83.75%), under 45 years old (76.25%), with academic degree (68.75%) and non-agricultural education background (93.75%). The average of trainees’ managerial skill in production, marketing, personnel, innovation, financial, information, risk, policy and regulation management are between at 3.19~4.11. After taking the greenhouse vegetable cultivation training program, 57.4% trainees regard the program is helpful in increasing the sale of their products and 60.3% trainees regard the program is helpful in increasing the profit of their farm. Five important factors, viz. ＂production and management technique＂, ＂policy, risk and innovation＂, ＂management, marketing and personnel management＂, ＂information management＂, ＂financial management＂, are extracted by factor analysis approached from 28 management capacity questions. There is a significant difference in financial management factor between trainees with high school diploma or below and trainees with university degree or above. The policy, risk and innovation, management factor is significant higher in trainees who has 6-10 years farming experiences than the group farming less than 5 years and the group farming more than 11 years. The most needed subjects are ‘production and management technique’, ‘pest and diseases management’, ‘farm work’, ‘soil and fertilizer management’, ‘farm visits’, ‘manufacturing compost and liquid fertilizer’, and ‘postharvest technology of agricultural products’. These findings will be helpful in planning and adjusting the greenhouse vegetable cultivation training program to meet trainees’ needs.
